Participation in public procurements of small enterprises and non-profit organizations can simplify

The Legislative Assembly of the Amur Region is preparing a federal bill on benefits for bidders for public procurement, if they are small enterprises or socially-oriented non-profit organizations.

To reduce the pledge for participation in the tender and to cancel the bank guarantee for the relevant subjects of economic activity - such privileges were already granted to them, but temporarily, under the order of the Government of Russia.

"The current requirements in the pledge, based on 5-30% of the initial (maximum) purchase price and the requirement to provide a bank guarantee is difficult for small business and non-government sector to participate in public procurement and actually removes them," agreed Svetlana Prokhorova, the head of the state order of the Amur Region. "For low-budget contracts, such requirements can be lifted or reduced by the customer."

Amurchans propose to fix the norm legally - in No. 44-Federal Law "On Public Procurements". Activists of the regional department of the ONF came to this regional Legislative Assembly, and at the meeting with them and with the experts the deputies decided to prepare the bill.
