The government proposed to increase state control over purchases of goods and services abroad

The Government of the Russian Federation submitted to the State Duma a draft law on changing the legal regulation of relations that relate to the specifics of procurement of goods, works, services by individual legal entities.

In the text of the document available to the Parliamentary Gazette, it is noted that the Cabinet should be given the right to formulate lists of goods and services, as well as the initial and maximum price of the contract, beyond which customers receiving state support can not conclude it without agreement with the government commission on import substitution.

At the same time for the purchase of aircraft equipment, drilling rigs and ships there is no initial price, which allows companies with state. to acquire similar equipment abroad. The bill eliminates these gaps in the legislation.

The document proposes to determine the cost at the level of at least two million rubles for the construction of ships and at least 100 million rubles for drilling rigs, which will allow to regulate the placement of orders at foreign shipyards, and for aviation equipment - more than 1 billion rubles.

The explanatory note to the document also specifies that the legislative novel can concern the companies with a share of the state. participation of more than 50%, which realize large investment projects worth more than 10 billion rubles.

Adoption of the document, according to the idea of ​​its authors, will improve the efficiency of state control over the procurement of goods, works, services abroad, as well as the provision of rental services using these goods, including ships, marine and aircraft.
