The Ministry of Finance recalled the universal grounds for public procurement from a single supplier

If it is necessary to conclude a contract, for example, on power supply, it is not necessary to do this on a special basis. Customers have the right to use item 4, item 5 of part 1 of art. 93 of Federal Law № 44. At the same time, the restrictions established by these points should be observed.
It follows from the explanations of the state agency that the reasons for the purchase are the universal ones. They can be used to purchase any goods, works, services.
Previously, a similar opinion was expressed by the Ministry of Economic Development.
