We have adjusted the order in which the procurement plan is drawn up and maintained. The new rules will come into force on April 1, 2019.

Information on energy service contracts will be included in the procurement plan separately from other procedures. The rules apply to both Federal and regional, municipal customers under the Law № 44-FZ. The Treasury was forbidden to check energy service purchases in terms of funding. Changes made in the Government resolution dated 21.11.2013 No. 1043, from 05.06.2015 No. 552, dated 12.12.2015 No. 1367.

Customers enter into an energy service contract to introduce energy-saving technologies and save on utilities. The contractor performs work at the expense of its own or borrowed funds. The customer pays for the work after the project is implemented. Money is taken from the funds that the customer has saved on energy resources. Earlier, the state Duma introduced a draft Federal law, which proposed to ban the demand for energy service contracts.
