On January 23, 2019, the final meeting of the Board of the state procurement Committee of the Republic of Tatarstan "on the activities of the state procurement Committee of the Republic of Tatarstan in 2018 and plans for 2019" was held with the participation of the Prime Minister of the Republic of Tatarstan V. Pesoshin.

The meeting was also attended by Deputy head of the Federal Treasury – Katamadze Anna Teymurazovna, Chief Federal inspector of the Republic of Tatarstan – timerzyanov Renat Zakievich, Chairman of the Council of municipalities of the Republic of Tatarstan – Gubaydullin exam Samatovich, representatives of the Office of the President of the Republic of Tatarstan, heads and representatives of the Republican and territorial bodies of Federal Executive authorities, heads of Executive committees of municipal districts of the Republic and representatives of the public.

Chairman of the state procurement Committee of the Republic of Tatarstan O. Redko made a report on the activities of the state procurement Committee of the Republic of Tatarstan in 2018 and plans for 2019.

The report notes that the state order plays a fundamental strategic role in the modern economy. Time passed when it was considered only as the rules of supply of state bodies. Today, the system of public procurement is a mandatory element of management of public finances and other resources of the public sector of the economy and is designed to perform not only the functions of ensuring public needs, but also the functions of state regulation of the economy.

However, the imperfection of the public procurement system causes a low degree of efficiency in the use of budgetary funds, the effectiveness of measures in the field of public administration, as well as the cause of violations and abuses by unscrupulous customers. The use of information and communication technologies in the field of public procurement, monitoring in the field of procurement, organization of methodological support for customers at all levels contribute to the elimination of existing shortcomings.

In 2018, within the powers of the State Committee on the results of monitoring of purchases conducted by customers of the Republic of Tatarstan with an initial (maximum) price of more than 50 million rubles, 21 violations were revealed.

Based on the analysis and systematization of information obtained during the monitoring of procurement, the state Committee develops guidelines for customers of the Republic, and this information is taken into account in the implementation of educational programs in the field of public procurement, which helps to reduce the number of violations in the future.

The introduction of digital technologies contributes to the improvement of the procurement system of the Republic of Tatarstan and the prevention of violations in the procurement of customers.

These technologies include the following significant innovations in 2019:

- full transition to digital platform. Holding tenders, requests for quotations and requests for proposals in electronic form will provide even greater transparency of public procurement;

- creation of a Unified register of procurement participants in a Single information system. Under the new rules, procurement participants no longer need to be accredited on each electronic platform, it is enough to register in the UIS. This possibility expands the boundaries for the participants of the procurement;

- establishment in the unified information system of the ban on placement by customers of purchases for ensuring the state needs of subjects of the Russian Federation and municipal needs without positive passing of the control provided by part 5 of article 99 of the Law on contract system.

Automated information systems implemented in the Republic such as the Regional information system in the field of procurement of goods, works and services to meet the state needs of the Republic of Tatarstan (more – Regional information system), electronic document management System in the field of procurement of the Republic of Tatarstan provide improvement of procurement procedures of the Republic of Tatarstan by automating all stages and working stages of planning, formation and implementation of procurement, analysis and control of their implementation, as well as the exchange of primary documents under contracts between customers and suppliers.

In 2018, plans were implemented to modernize the procurement Portal of the Republic of Tatarstan in terms of adding its section to the information resource of a procurement specialist. One of the key points of this resource, in addition to ensuring the principle of a single window, is the availability of separate information blocks for suppliers and customers. In 2019, it is planned to continue filling the Information resource with the necessary materials in the field of procurement.

In order to determine and maintain the level of knowledge of customers ' specialists in the field of procurement, automated testing for knowledge of legislation in the field of procurement is carried out annually. In total, more than 2,700 procurement specialists took part in 2018.

In 2018, the State Committee jointly with the procurement development Center organized 34 educational events for customers and suppliers, which trained more than 1,700 specialists engaged in procurement.

To determine the direction of development of the procurement system of the Republic of Tatarstan, to study the best practices in the field of procurement and their possible further application in the country, the state Committee exchanged experience with leading procurement practices at the 14th all-Russian Forum-exhibition "state ORDER-for fair purchases". In April 2019, the 15th Anniversary Forum-exhibition "state ORDER" will be held, which will present not only traditional procurement technologies and best practices, but also will familiarize visitors with innovative digital projects that allow to develop purchases in a full digital format. The state Committee is scheduled to take part in the Forum with an exhibition exhibition, which will familiarize the participants of the event with the Republic of Tatarstan as a powerful, dynamically developing region, occupying a leading position in the field of public procurement, as well as inform potential suppliers about the investment attractiveness of the Republic of Tatarstan for business.

The state Committee has a Commission on anti-corruption, the main tasks of which is to consider issues and prepare proposals for the implementation of measures in the field of anti-corruption in procurement. The public Council is actively working to implement the rights and freedoms of citizens and the rights of public associations and other non-governmental non-profit organizations in the formation and implementation of the state policy in the field of procurement of goods, works and services for the needs of the Republic of Tatarstan. In addition, in the reporting year, members of the Public Council monitored 376 public procurement, revealed 68 violations. Information on the revealed violations is brought to customers of the Republic of Tatarstan for the purpose of their elimination.

In 2018, according to the Unified information system in accordance with The law on the contract system, customers of the Republic published purchases for a total of 131.4 billion rubles. Budget savings on the results of the contracts amounted to almost 3 billion rubles.

Including municipal customers published purchases totaling more than 31 billion rubles. Budget savings as a result of contracts amounted to almost 1.2 billion rubles.

The volume of purchases from small businesses in 2018 amounted to more than 16 billion rubles.

As part of the execution of its functions, the State Committee carried out 1,050 centralized purchases for a total amount of 6.1 billion rubles in the period from January 1 to December 31, 2018. Of these, 4.5 billion rubles signed contracts with national producers. Budget savings on the results of procurement procedures amounted to 369.9 million rubles.

Since 2016, the state Committee has been carrying out purchases for the provision of catering services for preschool institutions of municipal districts of the Republic of Tatarstan and for the supply of dairy products for the needs of socially important institutions of the Republic. Since 2018, these purchases are carried out at intervals once a year.

In order to resolve the situation with the supply of substandard food to children's institutions of the Republic of Tatarstan, the State Committee, together with the office of Rospotrebnadzor in the Republic of Tatarstan, developed the Rules for the acceptance of products, containing the order of acceptance of food, as well as the return or replacement of substandard products.

Within 5 years following the results of the project "national procurement transparency rating" the Republic of Tatarstan is awarded the highest rating in the class of state customers of the regional level – "Guaranteed transparency".

The state Committee proposed in 2019:

1. In order to develop efficiency and improve the effectiveness of the regulation of certain types of goods, works and services to develop mechanisms for standardization of characteristics of goods purchased centrally and launch a pilot project to standardize the characteristics of certain types of goods;

2. Prepare an appeal to the head of the Federal Treasury of Russia Roman E. Artyukhin with a proposal to conduct a pilot project in the Republic of Tatarstan on the exchange of primary documents in a Single information system;

3. In order to expand opportunities for the exchange of experience in the field of procurement to organize in the second half of 2019 the all-Russian forum in the field of procurement for state and municipal needs in Kazan.

Deputy head of the Directorate of information and methodological assistance in the organization of procurement from SMEs of JSC "SME Corporation" Bityukova Natalia spoke about the participation of SMEs in the procurement of large state-owned companies.

The head of the Mendeleev municipal district-Chershintsev Valery Sergeevich reported on the basic conditions of the organization of purchases of goods and services for the needs of institutions of the Mendeleev municipal district for 2018.

Prime Minister of the Republic of Tatarstan V. pesoshin positively assessed the work of the state procurement Committee of the Republic of Tatarstan and noted that at the end of the year The state Committee coped with the tasks, including the organization and conduct of procurement for individual customers.

By order of the Cabinet of Ministers of the Republic of Tatarstan for fruitful work and personal contribution to the development of the system of public procurement for the needs of the Republic of Tatarstan Gratitude of the Cabinet of Ministers of the Republic of Tatarstan announced Rotar Maria Sergeyevna – the Deputy Chairman of the State Committee of the Republic of Tatarstan on purchases, Garipova Rimma Raisovna – the chief of Department of execution of state contracts of the State Committee of the Republic of Tatarstan on purchases, Muzalevskiy Ales Islamovna – head of the Department of analysis and provision of centralized procurement of the state procurement Committee of the Republic of Tatarstan.

In the rating of efficiency of customers of the Republic the award is awarded to the Ministry of culture of the Republic of Tatarstan, and in the sector of municipal customers the leader is recognized Mendeleev municipal area.

At the end of the final meeting of the Board were noted suppliers of the Republic of Tatarstan, taking an active part in the procurement, qualitatively fulfilling contracts for state and municipal needs.
