You can make changes to the purchase plan for any competitive purchase before the notice, purchase documentation, or changes are published. Previously, the rule only applied to auctions and contests.

Purchases from small and medium-sized businesses are planned for at least three years. When filling out a section of the plan, take into account the features provided for by the amendments. The information provided in this section varies depending on the year.

Clarified the rules regarding the register of unscrupulous suppliers

The time limit is set for the control body to send a copy of the decision on inclusion (refusal to include) in the register of unfair suppliers to the customer, supplier and other interested parties.it is three working days from the date of the decision.

Clarified when information about an unfair supplier is excluded from the register ahead of time. So, this is possible if the court recognizes:

the customer's decision to unilaterally refuse to perform the contract is illegal (invalid);

the decision of the control body to include information in the register of unscrupulous suppliers is invalid.

In the register of contracts, as part of the information about the execution of the contract, you will need to specify the number of goods delivered, the amount of work performed, and the services rendered.

The name of the country of origin of the goods will need to be included in the register of contracts. Information will also be provided if the delivery of the goods is stipulated by the contract for the performance of works or services.
