They plan to give more advantages to Russian goods when purchasing under the Law N 223-FZ
The Ministry of industry and trade has prepared a draft of amendments to the Decree of the Government of the Russian Federation from 16.09.2016 N 925.
It is proposed to give advantages to all Russian goods (works, services) in the amount of 30%, and not 15%, as now. For example, if the customer holds a competition, then offers for the supply of Russian products will be evaluated according to cost criteria, reducing the price of the participant by 30% (now – 15%). The contract will be concluded at the winner's price.
The rules for granting benefits listed in paragraphs 2, 3 and 4 of the Decree will remain the same.
Recall that such advantages already apply when purchasing goods from the Unified register of Russian radio-electronic products.
Purchasing participants will confirm the origin of the product as follows:
- declare that the product is in the Register of Russian industrial products, indicating the number of the register entry and (or) information about the total number of points, if this is provided for in the Decree of the Government of the Russian Federation of 17.07.2015 N 719;
- reflect information about the availability of the CT-1 certificate, if the product is not in this register.
This information will need to be included in the contract.
