Methodological recommendations on the use of methods for determining NMCC in public procurement want to update
The Ministry of Finance plans to replace the current guidelines approved by the Ministry of economic development with its own. In most cases, the recommendations will be brought into line with the law. The main provisions will remain the same, but there will also be interesting innovations.
In particular, in order not to make a mistake in choosing the method of justification of the NMC, the project provides an algorithm of actions of the customer (section. III of the draft recommendations).
They also plan to adjust the features of using some methods. As before, the formula is used to calculate the NMC using the method of comparable market prices. It is planned that if the amount received exceeds the limits of budget obligations for the purchase, the NMC can be recalculated using a different formula (paragraph 4.19 of the draft recommendations).
In addition, we determined the specifics of calculating the NMCC when purchasing goods (works, services) with an unknown volume (section. X of the draft recommendations).
It is planned that the innovations will start working as soon as they cancel the current recommendations (paragraph 2 of the draft order).
The public discussion will last until August 19.
