On January 25, 2021, the final meeting of the Board of the State Procurement Committee of the Republic of Tatarstan "On the activities of the State Procurement Committee of the Republic of Tatarstan in 2020 and plans for 2021" was held with the participation of the First Deputy Prime Minister of the Republic of Tatarstan R. Deputy Chairman of the State Committee of the Republic of Tatarstan on Procurement I. G. Bagautdinov made a report "On the activities of the State Committee of the Republic of Tatarstan on Procurement in 2020 and plans for 2021".
The report notes that a well-organized and stable public procurement system that ensures transparency of procurement procedures is a prerequisite for economic growth and effective public administration to achieve the goals set.
The restrictions imposed in 2020 in connection with the emergence of a new coronavirus infection made us think about the need to review the established rules and regulations in the field of procurement. That is why, since the introduction of restrictive measures related to the spread of coronavirus in Russia, changes have been made to the legislation, including those related to business support. The most important changes are contained not only in federal laws, but also in a number of significant acts of the Russian Government.

Among the key changes are:
- recognition of the coronavirus as a force majeure event;
- increase of limits for small volume purchases;
- the possibility of extending the validity of individual contracts and changing the essential terms of the contract;
- changing the terms of procurement of construction works;
- changing the rules for working with contract security and warranty obligations;
- write-off of the penalty;
- transition to remote review of complaints.
In the Republic of Tatarstan, work is also underway to ensure the sustainable development of the economy, including support for small businesses in the field of procurement. In particular Orders of the Cabinet of Ministers of the Republic of Tatarstan, granting the right customers in 2020 to change prices and terms of execution of the contract, not to establish requirements to ensure fulfillment of contract and warranty.

Within the scope of its powers, the State Committee, based on the results of monitoring purchases made by customers of the Republic of Tatarstan with an initial (maximum) price of more than 50 million rubles, revealed 33 violations. At the same time, the analysis of violations showed that 45% of their total number is allowed by customers when describing the object of purchase.
In addition, the State Committee conducted monitoring of competitive procedures for the purchase of food for general education organizations of the republic, during which violations were identified in 7 municipalities of the Republic of Tatarstan.
Based on the analysis and systematization of information obtained during the monitoring of procurement, the State Committee develops methodological recommendations for customers of the republic, and this information is also taken into account when implementing educational programs in the field of public procurement, which helps to reduce the number of violations in the future.

In a rapidly changing world, the modern world is impossible to imagine without digital technologies. Their implementation in the field of procurement ensures openness and transparency, as well as the effective use of budget funds.
In the republic, such functionality is provided by the Regional Information System in the field of Procurement, which is modernized and refined on an ongoing basis. For example, in 2020, the functionality of analyzing the prices of goods, taking into account executed contracts, as well as contracts for small purchases, was successfully implemented. Thus, the customers of the republic will more effectively justify the prices of contracts for the supply of necessary goods.
At the same time, due to the introduction of the Electronic Document Management System in the field of procurement of the Republic of Tatarstan, a legally significant exchange of primary documents between customers and suppliers under concluded contracts is provided.
In 2020, in order to create a single electronic interaction service in the field of procurement for the exchange of documents by customers with natural monopolies, roaming between this System and the systems of the EDO operators Taxnet and Tensor was implemented. In 2021, it is planned to implement roaming with the EDO operator SKB-Kontur.

It is the responsibility of each customer to organize measures to prevent abuse and corruption in the field of procurement. In this regard, the State Committee ensures the implementation of the state program "Implementation of the anti-corruption policy of the Republic of Tatarstan for 2015-2023". In order to minimize the risk of corruption by the State Committee of:
- standard forms of documentation (11) and contracts (24) have been developed, which are used by customers when making purchases;
- developed and sent to state and municipal customers Memos on the prevention of conflicts of interest;
- work was carried out to inform customers about the risks of supplying low-quality goods under contracts concluded for the implementation of regional and national projects.
In addition to methodological and consulting support for customers, the State Committee conducts explanatory work through citizens 'appeals received in accordance with the legislation on the procedure for considering citizens' appeals. In 2020, the State Committee registered 36 appeals of citizens, to which responses were sent within the time limits established by law. The topic of incoming requests mainly concerns the clarification of the norms of the current federal legislation in the field of procurement.

According to the Unified Information System, in accordance with the Law on the Contract System, customers of the republic have published purchases totaling 151.6 billion rubles (excluding purchases from a single supplier). Budget savings based on the results of concluded contracts amounted to 3.8%. Including municipal customers published purchases totaling more than 22.8 billion rubles. Budget savings based on the results of concluded contracts amounted to 6.4%.
At the end of the year, contracts were concluded in the amount of 169 billion rubles, including municipal customers in the amount of almost 30 billion rubles.
Contracts for small-volume purchases were concluded in the amount of 12.8 billion rubles, which is 7% of the total value of the contracts concluded.
As part of the performance of its functions, the State Committee carried out 983 centralized purchases for a total of 6.4 billion rubles in the period from January 1 to December 31, 2020. Budget savings based on the results of the procurement procedures were 8.3%. Of the total volume of purchases, more than 75% of the contracts were concluded with republican organizations.
Also, the State Committee conducted centralized purchases for catering for 10 municipal districts of the republic in the amount of 493 million rubles and for the supply of dairy products in the amount of 518 million rubles.

Under the agreements, the State Committee placed more than 700 purchases for individual legal entities, totaling 9.57 billion rubles. Budget savings based on the results of competitive procurement amounted to 21%.

In 2020, the State Committee organized monitoring of a number of purchases for compliance of the offered goods by suppliers, where the contract price was reduced by more than 25%. Monitoring has shown that in such purchases, the risk of receiving goods that do not meet the requirements of the technical specification is quite high.
In order to develop an effective mechanism for ensuring the supply of high-quality products, the State Committee proposed to conduct the following pilot projects in 2021:
1. organization of selective monitoring of purchases with risks of delivery of low-quality products, if necessary, sampling for examination in laboratories and claim-court work.
2. organization of random inspection of the supply of original cartridges together with interested customers with the involvement of cartridge manufacturers in order to confirm the conformity of the proposed product.
In addition, in 2021, the State Committee proposed:
1. To study the issue of integration of Regional information systems in the field of procurement of goods, works, services for state needs of the Republic of Tatarstan (hereinafter – the System) and electronic document management Systems in the field of procurement of the Republic of Tatarstan with a Unified information system in the field of procurement of Russia.
2. Implement the functionality in the System that warns customers about the risks of delivering low-quality goods based on the developed risk assessment scale and open data about the winner of the purchase, including informing about the trademark of the delivered goods for subsequent analysis.
3. Fill the directory of the System with goods of republican producers.
4. Prepare an appeal to the Government of the Russian Federation on amendments to the regulatory legal acts of the Russian Federation concerning the development of the national economy and support for Russian commodity producers.

Public procurement is key to improving the efficiency of the public sector and increasing public confidence.
In order to ensure the high-level performance of the duties assigned to state bodies and the protection of public interests, public procurement must be carried out effectively, in compliance with high standards. That is why the coordinated work of each individual customer of the republic on rational, legal and fair spending of budget funds will ensure the effective operation of the procurement system of the Republic of Tatarstan.
