In what format should the address of the place of residence be reflected in the application for participation in public procurement

The application of the participant of the electronic auction — sole proprietor was rejected for failure to provide information about the place of residence. In the second part of it, the information is indicated as follows: "Tyumen, Tyumen". It was accompanied by a copy of the passport, a participant's questionnaire with data on his registration, the IP registration address, the actual location address.
The controllers recognized the rejection as illegal, since the customer could determine the place of residence of the procurement participant from the documents in the application.
The courts overturned this decision:
information about the postal address and the address of the place of residence of an individual must be indicated in the second part of the application, regardless of whether they are in the annexes to the application or not;
a place of residence is a residential premises in which a citizen is registered, among other things. In the second part of the application, you must specify the registration address according to the passport in the format: city of residence, street, house and apartment/room number (if available). At the same time, the place of residence and postal address of the participant may differ;
the argument that the participant indicated the address of the place of residence when registering in the EIS/ERUZ and the trading platform generated these data automatically for the application is untenable, since it is the participant who provides information for registration in the system. So, he initially gave false information.
The Supreme Court of the Russian Federation did not review the case.
