Tatiana Demidova: import substitution is a lever for further development of the procurement system

Director of the Department Tatyana Demidova told about the work of the procurement system last year and further directions of development at the conference "The future of the procurement market in Russia: from shock to development."

She noted that the measures taken last year made it possible to protect the interests of customers and suppliers in the face of sanctions, while maintaining the mechanism of audit and monitoring of purchases.

"Statistics show us a lot of issues that require additional adjustment. It helps to make informed and economically sound decisions. And today we see that with the changing conditions of the external economic conjuncture, the procurement system was the most stable functioning," Tatiana Demidova said.

The Director of the Department also said that the further trend in the development of the procurement system is import substitution.

"We have already prepared proposals to optimize import substitution mechanisms in procurement, which will increase the likelihood of choosing a supplier offering a Russian product to the customer. Such a bill will soon be submitted to the Government of the Russian Federation, she noted.

It is proposed to implement the "second superfluous" mechanism, when applications with foreign goods are rejected if at least one application with Russian goods is submitted. Another proposal is to extend the current 15% preference for goods from the Eurasian Economic Union according to a certain list to absolutely all products without introducing a separate list.

Tatiana Demidova also noted a large block of work this year for the unification of mechanisms within the framework of import substitution.

"Now, within the framework of import substitution, there are 9 by-laws that regulate prohibitions, restrictions, conditions for admission of foreign goods, as well as the minimum mandatory share. The practice of their application shows great complexity and limitations. Therefore, we propose to develop one unified document," the Director of the Department explained.
