Final meeting of board of the State committee of the Republic of Tatarstan on purchases

On January 26, 2017 the final meeting of board of the State committee of the Republic of Tatarstan on purchases "About activities of the State committee of the Republic of Tatarstan for purchases in 2016 and plans for 2017" with participation of the Prime minister of the Republic of Tatarstan I. Sh. Halikov took place.

The Chief federal Republic of Tatarstan inspector R. Z. Timerzyanov, the Vice-chairman of the State Council of the Republic of Tatarstan Yu. Z. Kamaltynov, representatives of the Office of the President of the Republic of Tatarstan, heads and representatives of republican and territorial authorities of federal executive bodies, heads of executive committees of municipal districts of the republic and representatives of the public also participated in a meeting.

The chairman of the State committee of the Republic of Tatarstan on purchases O. A. Redko made the report "About activities of the State committee of the Republic of Tatarstan for purchases in 2016 and plans for 2017".

One of achievements of the state committee of the Republic of Tatarstan on purchases was the fact that the third year in a row is appropriated to the Republic of Tatarstan following the results of the National rating of transparency of purchases the highest assessment in a class of the state customers of the regional level – "The guaranteed transparency".

According to EIS 104 859 applications are submitted for participation in procurement procedures in the Republic of Tatarstan that averages 3,2 requests for one purchase, the indicator grew by 1,2 times in comparison with 2015.

Including by municipal customers it is published purchases for the total amount of 18,5 billion rubles. Economy of budgetary funds by results of the signed contracts constituted 922,39 million rubles or 6%.

The purchasing amount for small business entities in 2016 made 10,6 billion rubles and grew by 1,2 times in comparison with 2015 (9,2 billion rubles in 2015) and by 1,7 times in comparison with 2014 (6,4 billion rubles in 2014).

Within execution of the functions by the State committee during the period 1 594 centralized procurements for the total amount of 8,3 billion rubles are conducted from January 1 to December 31, 2016.

Following the results of the procurement procedures which are carried out by the State committee by customers of the republic it is concluded contracts for total amount of 6,4 billion rubles.

For 624,9 million rubles it is concluded contracts with republican producers.

Economy of budgetary funds following the results of the carried-out procurement procedures constituted 277,3 million rubles or 7,9% of a starting maximum price of the contract.

One of activities of the State committee of the Republic of Tatarstan is work on systematization of purchases of food. As a result of which, the nomenclature of food with indication of characteristics from 78 line items is created and placed in the Regional information system and cost assessment of daily set of products (menu) taking into account specifics of work of preschool institutions is determined.

From 2nd half-year 2016, the State committee performs centralized placement of purchases on supply of milk and dairy products for all socially important organizations of the republic.

Application of centralized purchases allowed to fix the price of half-year.

Since 2017 centralized purchases on rendering food services for preschool institutions are realized in 9 municipal districts of the Republic of Tatarstan.

Throughout the specified subject Head of the High-mountain Municipal District R. G. Kalimullin told "About the course of implementation of centralized food in the educational organizations together with Departament prodovolstviya i sotsialnogo pitaniya goroda Kazani Municipal Unitary Enterprise on the example of the High-mountain area.

To effective, operational and open implementation of purchases for ensuring the state and municipal needs serves information systems.

In the Republic of Tatarstan the Regional information system in the sphere of purchases of goods, works, services for ensuring the state needs of the Republic of Tatarstan on which all stages of purchases are automated that allows to carry out complete control, and subsequently the analysis and monitoring of all purchasing activity of each customer functions.

In an open part of System the "Personal account of the supplier" providing suppliers with necessary information on the carried-out purchases, and also allowing to direct commercial offers is implemented.

Since 2016 the Electronic document management system in the sphere of purchases of the Republic of Tatarstan which provides exchange of source documents under the signed contracts between customers and suppliers functions, reduces expenses of customers and suppliers, accelerates business processes. Thus, process of performance of the contract is automated.

In the sphere of purchases of the Republic of Tatarstan it is possible to carry to features of the Electronic document management system:

1. Integration with the Regional information system;

2. Creation of detailed analytical reports;

3. Conducting claims activities in the Information system;

4. Integration with ATsK Finance.

In 2016 in system more than 4000 users are registered.

Considering that the sphere of public procurements is one of corruption dangerous, the State committee of the Republic of Tatarstan on purchases holds a complex of preventive events:

• Centralization of purchases which provides check and the analysis of the specification, documentation by specialists of the State committee, excepting development of the specification under the specific supplier;

• Application of standard contracts on delivery of goods, performance of works and rendering services exclude a payment delay under the contract. The maximum payment due date under the contract - is established 30 days.

• Holding educational actions for specialists of the purchases occupied in the sphere, methodological maintenance by means of the Forum, "The hot line" and "Hot mail" increase their professionalism.

Along with the specified actions, the important role in anti-corruption in the sphere of purchases for ensuring the state and municipal needs is played by the public and its institutes. The cochairman of Regional headquarters of the Russian Popular Front in the Republic of Tatarstan I. I. Bikeev in the performance told about implementation of public control in the sphere of purchases on the example of the project of the Russian Popular Front "FOR fair purchases".

However, any state system can't function without standard legal regulation. In communication by it, in 2016 the State committee 14 regulatory legal acts are developed.

In particular, the drafts of acts directed to forming of system of regulation in the sphere of purchases, including an order of development and adoption of legal acts about regulation in the sphere of purchases, single standard rates, requirements to the purchased goods, works, services are developed. Regulation in the sphere of purchases is directed to an exception of purchases of goods, works and services in predatory prices, purchases of goods, works, services in excessive quantity, and also an exception of purchases of luxury goods.

By the state committee, in pursuance of article 97 of the Law on contractual system, the act determining the procedure of monitoring of purchases for ensuring the state needs of the Republic of Tatarstan approved by the resolution of Cabinet council of the Republic of Tatarstan of 31.12.2016 No. 1090 "About monitoring of purchases of goods, works, services for ensuring the state needs of the Republic of Tatarstan" is drafted. Monitoring of purchases is directed to assessment of extent of goal achievement of purchases, assessment of justification of purchases, enhancement of the legislation and other regulatory legal acts in the sphere of purchases.

In detail the Minister of Justice of the Republic of Tatarstan L. Yu. Glukhova told about implementation in the Republic of Tatarstan of powers on legal regulation in the sphere of purchases and rule-making activities of the State committee of the Republic of Tatarstan for purchases in 2016.

The contractual system in the sphere of purchases of goods, works, services for ensuring the state and municipal needs demands from the specialists responsible for purchases, fixed advanced training and updating of knowledge.

The state committee in 2016 organized 29 educational actions for customers and suppliers on whom more than 1600 specialists occupied in the sphere of purchases were trained.

The prime minister of the Republic of Tatarstan I. Sh. Halikov assessed work of the State committee of the Republic of Tatarstan on purchases in general positively, and in particular in 2016.

Effective and harmonious work of all collective allows to achieve good results in work of department.
