Federal Antimonopoly Service reminded: customers by 223-Federal Law can’t require participants to provide data on the chain of owners

This requirement, including requesting information about beneficiaries, violates Law № 223. It doesn’t affect the performance of contractual obligations and does not confirm their proper implementation.

If the procurement clause allows to establish this requirement, it’s recommended that customers modify the document. If there is such a requirement in the documentation, the antimonopoly authority has the right to issue an order to change it.

he State Committee of the Republic of Tatarstan Procurement was awarded the certificate of the Association "ROST" for active work on building a uniform policy regarding the centralization of procurement in the region according to 44-FL and 223-FL.
The customer held an auction for the supply of monitors. Restrictions and conditions of admission were established in the purchase. No registry entries were submitted in any of the applications, so the restrictions were not applied.
