Federal Antimonopoly Service reminded: customers by 223-Federal Law can’t require participants to provide data on the chain of owners

This requirement, including requesting information about beneficiaries, violates Law № 223. It doesn’t affect the performance of contractual obligations and does not confirm their proper implementation.

If the procurement clause allows to establish this requirement, it’s recommended that customers modify the document. If there is such a requirement in the documentation, the antimonopoly authority has the right to issue an order to change it.
