The Russian Federation government has approved the rules for the development of typical contracts in public procurement

Document realization is aimed at simplifying procurement customer and preventing abuse in contracting

 

The Russian government has approved the rules for the development of typical contracts and conditions of contracts in public procurement. As reported on the official website of the Cabinet, the corresponding decree signed by Prime Minister Dmitry Medvedev.

 

Document has been prepared in accordance with the law "About contract system in the sphere of procurement, works and services for state and municipal needs" and the action plan for implementation of the contract system in public procurement in 2014. Its implementation is aimed at simplifying the procurement activities of the customer and prevent abuses in contracting.

 

Under the current law, federal authorities develop and approve typical contracts and terms of the contracts, which are placed in a single information system and constitute a library of typical contracts. The order of development this documentation established by the Government of the Russian Federation.

 

In accordance with the signed decree, typical contracts and conditions for public procurement contracts are developed and approved by the responsible authorities of their normative legal acts, and then have to be agreed with the Ministry of Economic Development, Ministry of Finance, the Federal Antimonopoly Service of Russia, and where possible their use in procurement related to state defense order, - with The Federal Service for Defense Contracts (Rosoboronzakaz).
