The Russian government has given a positive opinion on the draft law about the transfer of open competitive procedures in electronic form

The bill of the State Duma of the Russian Federation I.N. Rudenskaya, proposed to the Federal Law of 05.04.2013 № 44-FL "About the contract system in the procurement of goods, works and services for state and municipal needs" changes that will be sent to transfer all open competitive procedures for the determination of suppliers (contractors, performers) in electronic form.

 According to the conclusion of the Government of the Russian Federation in connection with the fact that the proposed changes are conceptual in nature and will require adaptation to both customers and suppliers, it is necessary to define a phased period of entry into force of the provisions of the bill regarding the Federal Acquisition, as well as on procurement for the needs of the Russian Federation and municipal needs. In addition, the bill needs to be improved in terms of setting a standard application form for participation in the procurement, as well as the duties of the post notice of the purchase on the official website to publish information on placing orders www.zakupki.gov.ru and on an electronic platform.

 When finalizing the draft measures should be provided, according to the conclusion aimed at preventing collusion between customers and participants of the procurement procedures, including the possibility of the introduction of electronic procedures at all stages of the determination of suppliers (contractor), as well as to prevent mixing of the functions of an electronic platform and powers of the customer.

 Considering the above, the Government of the Russian Federation supported the bill, subject to a comprehensive revision in view of the comments made.
