Entrepreneurs who do not pay for their employees insurance premiums may prohibit participation in public procurement

Russian Economic Development Ministry proposes to establish as one of the requirements for the participants of public procurement lack of organization or entrepreneur debt to pay insurance premiums in the state budget funds. The corresponding bill in the near future will go to the State Duma.

Today ban on participation in public procurement applies only to employers who have arrears on taxes and duties, as well as other debts on obligatory payments to the budget (n. 5 part. 1, Art. 31 of the Federal Law of April 5, 2013 № 44- FL "About the contract system in the procurement of goods, works and services for state and municipal needs").
