The list of purchases without advance payment has included 32 positions

The list of finished goods of mass consumption which purchases don't provide advancing is approved.

According to the changes made by the resolution of the Government of the Russian Federation of April 4, 2016 No. 266 to the resolution of the Government of the Russian Federation of December 28, 2015 No. 1456 "About measures for implementation of the Federal law "About the federal budget for 2016" recipients of means of the federal budget don't provide advance payments at the conclusion of state contracts on delivery of separate goods, rendering the separate services included in the list approved by the Government. Delivery time of these goods (rendering these services) shouldn't exceed 30 days from the date of the conclusion of the contract. No. 737-r is approved by the order of the Government of the Russian Federation of April 21, 2016 such list. State procurements of goods and services from the approved list have to be carried out without advancing. In the list – 32 positions with the OKPD 2 corresponding codes, in particular: computers are portable, the cars, means washing and washing, cotton wool hygroscopic, services in repair of furniture and household goods and so forth. It is expected that this decision will promote reduction of a federal budget deficit. The exception of the rule is made for state contracts with small business entities and socially oriented non-profit organizations: action of norms doesn't extend to them.
