Cases in which it is authorized to buy foreign goods of mechanical engineering are determined

The list has come into force on July 1. So, it will be possible to purchase the import trolleybuses made under the special investment contract. They will be equated to made in the Russian Federation within no more than five years since the moment when this contract, and no more than three years after the beginning of production is signed.
Innovations significantly change the resolution which prohibits to buy separate types of foreign goods of mechanical engineering for the state and municipal needs. For example, according to the document in the current version the customer has the right to purchase the trolleybus, only if it is made in the Russian Federation, Belarus, Armenia, Kazakhstan.

The letter prepared by specialists of the Ministry of Finance of the Russian Federation emphasizes that if the contract includes the condition provided for in paragraph 2 of part 14 of Article 34 of Law No. 44-FL, if the counterparty violates the terms of the contract, the customer is obliged to apply appropriate liability measures, including withholding the amount of unfulfilled claims for payment of penalties (fines, penalties) from the amount to be paid payment to the counterparty.
