The state customer has no right to change the protocol of opening of envelopes with bids

Such position was stated by the Ministry of Economic Development in the letter. Department has noted that the Law N 44-FZ doesn't provide an opportunity when holding an open competition:
- to make changes to an audio recording of opening of envelopes;
- to prolong the ended procedure of opening of envelopes to announce additional information.
We will remind, the protocol of opening of envelopes has to be signed with applications by all present members of the contest committee directly after opening of envelopes. By the general rule the protocol needs to be placed in EIS no later than the working day following date of his signing.
For non-stationing of the protocol in EIS the penalty is established. His size for officials makes 50 thousand rubles, for legal entities - 500 thousand rubles.
