The requirements for cars have been adjusted to classify them as domestic industrial products for public procurement purposes
The Government of the Russian Federation has updated the requirements for the total number of points in order to classify automotive products as manufactured in the territory of the Russian Federation for procurement within the framework of Law No. 44-FZ. In particular, according to the new version of paragraph 5 of Note 5 to the Requirements for industrial products for passenger cars (including commercial vehicles) established by Decree of the Government of the Russian Federation dated 07/17/2015 No. 719, the following requirements are established:
- from January 1, 2021 - at least 3,200 points;
- from January 1, 2025 - at least 4,500 points;
- from January 1, 2026 - at least 5,500 points.
In addition, the following requirements are set for trucks:
- from January 1, 2021 - at least 3,200 points;
- from January 1, 2025 - at least 4,500 points;
- from January 1, 2026 - at least 5,800 points.
These changes came into force on March 21, 2024.
Recall that Resolution No. 719 is applied, among other things, in order to ensure the implementation of prohibitions, restrictions and conditions for the admission of foreign goods to purchases in accordance with Parts 3 and Part 4 of Article 14 of Law No. 44-FZ.
