The Ministry of Education and Science told about the violations revealed in 2023 by subordinate customers
The Ministry has prepared an overview of typical and significant violations in the field of procurement identified during inspections of the activities of its subordinate organizations in 2023.
The document, in particular, lists violations of the requirements established in accordance with Law No. 44-FL, which were committed by these persons, including:
- non-compliance with the procedure for determining and justifying the overestimation of prices for purchased goods in comparison with the average market, including the use of commercial offers received from affiliated persons;
- non-compliance with the procedure for the formation of notices and documentation on the purchase;
- changing the essential terms of contracts in violation of legal requirements;
- non-compliance with payment deadlines for goods, works, services;
- acceptance of the results of the execution of the contract in the absence of an expert examination , etc.
In addition, recommendations have been formulated to eliminate the identified violations and prevent them in the future activities of customers.
