What type shall the winner of request for quotation provide the certificate of incorporation?

Owing to the p. 11 of Art. 78 of the Law N 44-FL the organization which won request for quotation is obliged to provide to the customer including the certificate of incorporation or the notarized copy of such statement which are received not earlier than before 6 months before date of placement in EIS of the notice on carrying out request for quotation.

According to specialists of the Ministry of Economic Development of the Russian Federation, the certificate of incorporation electronically signed by the digital signature of tax authority is equivalent to the certificate of incorporation on paper with a seal and the signature of the official of tax authority. A conclusion of representatives of department is based on provisions of Art. 6 of the Federal law of 06.04.2011 N 63-FL "About the digital signature". Therefore provision by the winner of request for quotation to the customer of the certificate of incorporation electronically, the signed digital signature of tax authority, doesn't contradict provisions of the Law N 44-FL.
