The Ministry of Economic Development has explained how to estimate business reputation of the participant of state procurement

The state customer has no right to demand from procurement participants of existence of the index of business reputation counted only the organization accredited in system of voluntary certification. Department notes that the legislation doesn't oblige participants to have such index.
Both the customer, and the participant can determine an index of business reputation by documents on qualification. For this purpose it is necessary to increase amount of completed work by the number of contracts (contracts) on similar objects. The received value should be divided into the number of the judgments passed not in favor of the participant. Decisions have to be on cases of non-execution by the participant of obligations under contracts (contracts) from the application.
We will remind, the customer can estimate business reputation of the procurement participant along with other criteria and indicators of an assessment when holding a competition and request for proposals. The assessment is necessary to define the participant who has offered the best terms of performance of the contract.
