The Ministry of Finance has prepared the rules of departmental control of procurement under the Law N 223-FZ
The project defines how Federal government agencies will control the procurement of their subordinate budget institutions and unitary enterprises.
He warns of the inspection.
On their arrival, the inspectors will be notified within 10 working days. The verification notification must contain the following data:
- type (exit or documentary);
- start date and duration of the;
- commission structure;
- the list of documents that the organization must provide to the inspectors;
- conditions that need to be provided for the work of the Commission (premises, communications, office equipment, etc.).
How to check to.
Before the start of the check, an order or instruction signed by the head of the state body or a person authorized by him will be handed over. The contents of the document for the most part duplicates the notification. It is necessary to pay attention to information about the period of activity of the customer who is interested in controllers.
Members of the Commission will be able to request documents from the customer, take explanations from his employees, visit his facilities (upon presentation of the certificate). At the same time, inspectors must comply with the rules on the protection of commercial, state and other secrets protected by law.
What measures will be applied to violators.
The results of the audit will be issued by an act. If they identify illegal actions, they will make a plan to eliminate them. In addition, the Commission will transmit information to the competent authorities if it considers that an administrative offense or a crime has been committed.
What other documents will be regulated by the departmental control
Each state Agency will develop its own document, which should be specified:
- grounds for inspections, rules of their organization and conduct;
- the criteria by which customers will be classified as a certain category of risk;
- the procedure for using information from the UIS.
